Eine Weltmeisterschaft in der Wüste. Im Winter. Die WM in Katar wirft viele Fragen auf und steht seit Jahren in der Kritik. Doch wie ist es Katar gelungen, das Turnier trotz der Verletzung von Menschenrechten zu behalten? Journalist und Sportmoderator Jochen Breyer wird die WM im ZDF präsentieren und wollte sich daher ein eigenes Bild machen. Zweimal ist er ins Land gereist. Schaute sich Stadien und Infrastruktur an, kam aber vor allem mit den Menschen dort ins Gespräch und durfte schließlich sogar eine katarische Familie zu Hause besuchen. Ein seltener Einblick, denn in Katar bleibt man gern unter sich.

Das Team um Jochen Breyer und Autorin Julia Friedrichs recherchierte aber auch über Monate in Deutschland: Wie steht eigentlich der Fußball hierzulande zur WM in Katar? Mit welchen Mitteln ließen sich die europäischen Fußball-Ligen davon überzeugen, die erste WM im Winter – also mitten in der laufenden Saison – zu spielen? Der ZDF-Moderator trifft auf Schlüsselfiguren und Sportfunktionäre sowie den damaligen FIFA-Chef Sepp Blatter.
