Drugs debate: blanket ban or decriminalise?

“The vast majority of people who use drugs, don’t abuse drugs.”

That’s the view of the scientist Carl Hart, who supports decriminalising some drugs.

He was fiercely contested by Neil McKeganey, who wants to see a blanket ban.
